Environmental noise monitoring measures the noise a site emits into its surroundings, at the boundary and at the nearest noise sensitive locations, so that compliance with a licence, a planning condition or a standard can be demonstrated with evidence rather than asserted. Boundary noise monitoring measures at the site perimeter rather than at a distant receptor. It is used where a licence or planning condition sets a boundary limit, and it is useful operationally because it isolates the contribution of the site from everything else in the area. Where a boundary measurement and a receptor measurement disagree, the difference is usually the answer to where the noise is actually coming from.
A baseline environmental noise survey records the existing acoustic environment before a development or a plant change, which is what every later assessment is compared against. Baselines are worth doing properly because they cannot be recreated afterwards. We measure across representative periods, log meteorological conditions alongside the acoustic data, and exclude periods where wind or rain would make the result unrepresentative.
Where the baseline supports a planning application, it feeds directly into the noise impact assessment and the modelling that goes with it.
Some questions cannot be answered in a single visit. Complaints that occur at three in the morning, plant that only runs seasonally, or a condition requiring continuous demonstration all need long term unattended monitoring with remote access to the data. We install and maintain these systems, and we set the alerting so that an exceedance is known about on the day it happens rather than at the next quarterly review.
Measurement on its own is not an assessment. An environmental noise assessment compares the measured levels against the applicable criterion and states whether the site complies, using a stated methodology that somebody else could repeat. In Ireland that usually means EPA NG4 for licensed sites, ISO 1996 for measurement and description, and BS 4142 where the question is whether industrial or commercial noise is likely to cause complaint against the prevailing background.
BS 4142 in particular is easy to get wrong, because it turns on the difference between a specific sound level and a background sound level and applies character corrections for tonal, impulsive and intermittent content. A survey that records the ambient level but not the background cannot support a BS 4142 assessment at all, whatever else it contains.
Where a complaint has already been made, the monitoring has to be designed around the conditions being complained about rather than around a convenient daytime average. That often means night time attended measurement, and it usually means listening as well as measuring, because tonal or intermittent character explains many complaints that the overall level alone does not. Complaint work is handled discreetly and with the regulatory relationship in mind as well as the technical fix. Where the answer is engineering, it carries straight into industrial noise control design.
