What is Environmental Noise?

Environmental noise; unwanted or harmful sound originating from an external source; industry, construction, traffic etc. It’s part of the everyday environment we live in, but it has to be managed. In Ireland, environmental noise is governed by EU and EPA regulations, designed to protect the public. Excessive or persistent environmental noise can cause annoyance, and in extreme cases, negatively affect physical and mental health. For businesses, there are regulatory implications, particularly for facilities operating under Industrial Emissions Licences (IELs).

Why is Environmental Noise an Issue?

Environmental noise poses a number of operational challenges. Prolonged exposure to elevated sound levels can lead to sleep disturbance, and other health impacts. From a business perspective, unmanaged noise can trigger complaints from the neighbouring community, scrutiny from the regulators and potential enforcement actions. In an industrial context, high noise emissions may breach IEL conditions, affecting future licence renewals or planning approvals. Reputational risks also need to be considered; a proactive noise strategy demonstrates corporate responsibility.

Types of Environmental Noise

Environmental noise comes in many forms, each with distinct sources and characteristics that require tailored management strategies. Transportation, industrial operations, and construction activities are the most common. Understanding the source allows us to select the appropriate strategy. Each type of noise has its own regulatory thresholds and assessment methods.

Factories, power stations, data centres, and large mechanical plant installations. Common sources include cooling systems, compressors, and process machinery that operate continuously or cyclically throughout the day and/or night. Many of these businesses need an Industrial Emissions Licence, and noise monitoring is a mandatory requirement. Managing risks requires a combination of baseline monitoring, source identification and noise control measures, noise barriers, sound insulation or vibration isolation systems for example. Regular environmental noise monitoring provides defensible data that protects the facility’s reputation and defends against disruption.

Construction noise is temporary, but it can still be disruptive if it’s not properly managed. Piling, concrete cutting, demolition, and the transportation of materials generate significant noise levels, and it varies during the project. Exposure duration may be limited, short-term peaks often exceed thresholds, particularly in residential areas. Under EPA and local authority guidance, contractors must carry out noise monitoring and adopt control plans, limiting the disruption. Quieter equipment, acoustic barriers and scheduling can all improve noise levels.

Transportation noise is probably the most common form of environmental noise. Airports get the headlines, but road traffic noise remains the number one source in most urban areas, affecting both residential and commercial properties. Persistent exposure, above regulatory thresholds, can affect quality of life and contribute to health issues, including sleep disturbance and stress-related conditions. Road design, noise barriers and low-noise surfaces, supported by accurate acoustic modelling and monitoring, can all reduce noise levels.

Why do you need noise monitoring?

Noise Measurement & Noise Assessments

Noise monitoring can be fixed or continuous, attended or mobile. Fixed monitoring stations, permanently installed equipment, provide continuous real-time data, often accessible remotely, using an online platform. This method is used for long-term compliance monitoring at industrial or transport sites. Attended monitoring uses portable measurement systems, used by a qualified acoustic engineer, to assess specific locations, investigate noise complaints or collect data in the short-term, construction projects for example.

With this data, average sound exposure levels (typically LAeq), identify short-term peaks that may exceed limits. This helps pinpoint noise sources and evaluate regulatory compliance. The findings are compiled into a detailed technical report that delivers better management decisions. Accurate, traceable reporting is the foundation of a meaningful noise control strategy.

Environmental Noise Regulations & Standards

EU directives, Irish legislation, ISO standards and the British Standards Institution (BSI) inform this landscape. Industrial and commercial facilities typically come under EPA licence conditions and local authority planning requirements, which set noise limits at boundary points. Compliance is assessed using an environmental noise survey, most often in accordance with ISO 1996.

The Environmental Protection Agency (EPA) is the Irish authority that regulates environmental noise associated with licensed industrial facilities. Under the Industrial Emissions Directive (IED), operators must monitor and report noise emissions as part of their licence. The EPA’s Guidance Note for Noise (NG4) explains the procedures and noise assessment methods used to determine compliance and manage environmental impacts.

Local authorities manage environmental noise issues, where activities fall outside of the EPA licensing system. They’re responsible for investigating public complaints related to excessive noise; construction sites, commercial premises, entertainment venues, transport noise etc. Complaints are assessed using recent data and compared to EPA and ISO 1996 standards. Where necessary, local authorities can require noise reduction measures or impose restrictions.

ISO 1996 is the international standard governing environmental noise measurement and the description of environmental noise. It defines the acoustic parameters, instrumentation requirements, and procedures for evaluating sound in outdoor environments. The standard provides a consistent framework for determining equivalent continuous sound levels, maximum sound pressure levels, and statistical descriptors. For industrial operators, ISO 1996 compliance builds credibility with the regulators, demonstrating that their data is scientifically defensible.

BS 4142 is a British standard, but is also used in Ireland. It is used to assess the impact of industrial and commercial noise on nearby residential or mixed-use areas. It provides a methodology for comparing measured industrial noise levels with the existing background sound environment. The assessment includes penalties for tonal, impulsive or intermittent noise characteristics, that can make industrial noise more noticeable. The results are used to evaluate whether noise is likely to be acceptable, cause complaints, or require mitigation.

The EPA’s Guidance Note for Noise (NG4) is the go-to national reference for noise assessments at licensed industrial sites in Ireland. It details the criteria, procedures and assessment methods that operators must follow when measuring and reporting environmental noise. NG4 specifies limit values and measurement locations. It also describes how tonal or impulsive characteristics should be evaluated and how uncertainty should be addressed in noise reports. The guidance is used to evaluate both operational performance and the impact on the local community.
