Technical Guidance Document E, Sound

How acoustic performance is regulated and verified in Irish residential buildings. This guide explains design, construction and testing obligations set out in the Irish Building Regulations.

What is TGD-E (2014) Sound?

The technical guidance documents support the Building Regulations in Ireland, and Part E corresponds to everything to do with noise and sound. It describes the design and construction of residential property and building elements, to provide reasonable control of sound transmission between buildings, between different parts of the same building, and to control impact noise in common internal areas. It applies primarily to new residential buildings, but also to extensions and buildings undergoing a material change of use (to residential).

TGD-E (2014) features three core acoustic issues: airborne sound transmission, impact sound transmission, and reverberation. The guidance sets minimum acoustic performance standards, defines compliant construction methods, and outlines mandatory sound insulation testing procedures. It also explains when on-site testing is required, who should carry it out, and how results must be reported. In practice, TGD-E is the technical foundation used by designers and contractors to assess acoustic compliance.

Irish Building Control Regulations

Irish Building Control Regulations provide the statutory framework governing the design and construction of buildings in Ireland; the objective is to protect the health, safety, welfare of the public and the environment. Acoustic performance is addressed in Part E, which deals specifically with sound insulation and the control of reverberation. Technical Guidance Documents support these regulations.

Building Control Act 2007

The Building Control Act 2007 is where we find the Irish building regulations. It establishes the legal basis for local authorities to enforce compliance through inspections and certification. From a sound and noise perspective, this legislation makes sound insulation and reverberation control mandatory. The act describes assigned certifiers and the required compliance documentation.

Regulation E1

Regulation E1 requires that walls and floors separating one unit from another, from other parts of the same building, or from adjoining buildings, are designed and built to provide reasonable control of noise. This requirement applies to both airborne sound, speech or music for example, and impact sound, like footsteps. TGD-E (2014) defines minimum performance standards:

Airborne Sound:

  • Separating Walls: DnT,w 53 dB minimum
  • Separating Floors (including stairs with a separating function): DnT,w 53 dB minimum

Impact Sound:

  • L’nT,w 58 dB maximum

Regulation E2

Regulation E2 addresses reverberation control in common areas (apartment blocks for example) that provide direct access to individual units; corridors, stairwells, entrance halls etc. The goal is to limit sound in these spaces, reducing sound transmission emanating from adjacent units and improving the overall comfort of the housing. TGD-E provides for a reverberation time of under 1.5 seconds.

The Role of Local Government

Local authorities act as the building regulator in Ireland, and are responsible for enforcing the building regulations; reviewing compliance documentation, carrying out inspections and taking enforcement action where non-compliance is identified. In the context of Part E, local authorities request acoustic test reports, certification and design documentation to verify that buildings meet standards.

Sound Insulation Testing

Sound insulation testing is the method used to demonstrate compliance with Part E of the Irish Building Regulations; that dwellings achieve reasonable levels of noise control. The tests verify that separating walls and floors achieve the required performance benchmarks. Testing is mandatory for most new builds and for existing buildings changing to residential. The testing must be carried out on site, under representative conditions, and by a competent acoustic tester.

Airborne Sound, ISO 16283-1

Airborne sound insulation testing is carried out in accordance with ISO 16283-1. This standard defines the field measurement procedure for assessing how effectively walls and floors reduce airborne noise transmission between rooms. During testing, a calibrated sound source generates noise in the source room, while sound pressure levels are measured in both the source and receiving rooms across a defined frequency range. The results are corrected for reverberation time in the receiving room and expressed as a standardised level difference, DnT,w.

Impact Sound, ISO 16283-2

Impact sound insulation testing is carried out in accordance with ISO 16283-2. This standard assesses how effectively a separating floor limits structural noise generated by impacts. The test uses a standardised tapping machine positioned on the floor of the source room. Sound levels are measured in the receiving room beneath and normalised to account for room acoustics. Results are expressed as a weighted standardised impact sound pressure level, L’nT,w, where lower values indicate better performance.

Using Technical Guidance Document Part E

Don’t think of Technical Guidance Document E as a checklist. It’s a compliance framework that must be interpreted correctly and applied consistently from design through construction. Misapplication of the details, or the acoustic testing are common causes of failure, and effective use of TGD-E guides you through this. When applied properly, the document provides a clear, defensible route to regulatory compliance and reduces the risk of delays and disputes.
