Workplace noise is often overlooked. It can significantly impact employee well-being, productivity, and compliance with health and safety regulations.
Unwanted, and sometimes harmful, sound generated by day-to-day operations. Common sources include machinery, power tools, HVAC systems, heavy industrial equipment and more. Some noise is inevitable in certain environments, but uncontrolled exposure raises serious health and safety concerns and other noise related issues.
Regulations are in place covering these issues; EU Directive 2003/10/EC and HSA Workplace Noise Guidelines. These regulations place clear responsibilities on employers to assess and minimise risk. Understanding the causes of nose, and how it impacts staff, is the first step towards a safer work environment.
Workplace noise directly impacts employee well-being, business efficiency, and legal compliance with occupational health regulations. Persistent harmful noise levels can reduce concentration, increase stress, and undermine productivity. For employers, failure to address noise risks can lead to legal consequences, reputational damage, and costly legal claims. Effective noise management is a must; safeguarding staff, and operational efficiency.
The risk posed by workplace noise is measured in decibels (dBA). Once exposure reaches or exceeds 85 dBA over an eight-hour period, employers are legally required to take action. At these levels, hearing protection and noise control measures are required. In some industrial settings, peak sound pressure of over 100 dBA is common, but excessive noise often builds gradually, and may not be recognised as a hazard.
Noise exposure can affect employees in multiple ways. Prolonged exposure to loud noise can cause temporary or permanent hearing loss, and sudden high-intensity noise can cause immediate damage. Beyond hearing loss, noise has been linked to stress, fatigue, cardiovascular issues, and sleep disruption. Excessive background noise can also mask alarms and warnings, significantly increasing the risk of accidents, especially in dangerous environments factories or power plants for example.
In industrial and manufacturing environments, exposure often comes from heavy machinery, or high-volume processes that operate constantly. But even in an office or environment, poorly managed acoustics can lead to disruptive background noise. The key concern is not just “loudness” but the duration of exposure. Prolonged daily exposure to high noise levels compounds, increasing the severity of the effects over months and years.
In Ireland, workplace noise is governed by the Safety, Health and Welfare at Work (General Application) Regulations 2007, which align with EU Directive 2003/10/EC. These regulations define clear thresholds for exposure that trigger mandatory action by an employer. The lower exposure action value is set at 80 dBA, and the upper value is 85 dBA over an eight-hour period. Beyond 87 dBA, exposure must not occur without hearing protection, even for short periods of exposure time.
Employers must carry out risk assessments or regular noise monitoring, implement both engineering and administrative controls, as well as providing ear protection where necessary. Non-compliance can result in enforcement actions, including fines, as well as the risk of employee claims, which can be substantial.
There are numerous examples of employers not meeting their regulatory obligations, and losing court cases brought by staff. Garda Donnelly v Commissioner of An Garda Síochána and the State, High Court (January 2008). A Garda dog-handler developed hearing loss after prolonged exposure to loud barking. The High Court found in his favour and awarded €15,000 in damages.
Discussed above are what’s known as Exposure Action Values (EAVs), the benchmarks that dictate when employers must act to protect workers. At 80 dBA, employers must provide information, training, and make hearing protection available. At 85 dBA, hearing protection becomes mandatory, and employers must establish an excess noise reduction programme, supported by ongoing noise monitoring. Above the exposure limit of 87 dBA, no worker should be exposed without protective measures in place. These values are cumulative over normal working hours.
An Employer’s responsibility starts with a noise risk assessment, to identify problem areas and what they should do next. Where risks are identified, managers must implement noise control measures; mufflers, acoustic barriers, sound absorbing materials etc. If complete elimination of noise is not possible, a programme of employee protection must be introduced. This includes regular monitoring of workplace noise levels, appropriate hearing protection, and the training of employees on the risks of noise and protective practices. Annual hearing tests should be provided at no cost, with results tracked.
Employees also play a role in managing workplace noise exposure. The Health and Safety Authority (HSA) recommends a simple rule of thumb: if two colleagues cannot have a normal conversation at two metres apart, noise levels may already be too high and require assessment. Workers must follow training, wear provided hearing protection, and report warning signals of hearing issues to management.
While the physical risks of noise exposure are recognised, its impact on mental health is often underestimated. Constant or excessive noise creates a stressful, unpleasant environment, where employees find it difficult to concentrate or communicate. Over time, this stress can contribute to anxiety, mood issues and even burnout.
In industrial settings, noise fatigue is a common problem, where workers feel mentally exhausted long before the end of their shift. Scientific studies also link chronic loud noise exposure to higher rates of depression and sleep disturbance. Unmanaged noise can damage team morale, and increase the number of sick days.
Noise control measures reduce risk and maintain compliance with Irish and EU regulations. The most effective approach is to control noise at its source, with engineering solutions. Where this is not feasible, secondary strategies should be implemented, acoustic barriers or sound-absorbing panels for example. Administrative controls, staff rotation for example, can also be effective.

Measurements are taken using sound level meters or noise dosimeters, which can capture both instantaneous peaks and average exposure over time. Finally, hearing protection provides a safeguard but should never be the only control measure in place.
Protection against hearing loss is the last safeguard, when noise cannot be sufficiently controlled. Employers must provide appropriate ear defenders free of charge, with appropriate attenuation; adequate communication without compromising safety. The right protection should be selected for the specific environment; too much attenuation can be as much a problem as too little.
Investing in workplace noise reduction and engineering controls deliver so many benefits. Protecting employees from hearing loss and other health impacts is just the right thing to do, but the advantages extend beyond this.
