Central to this system is the Environmental Protection Agency and its published technical guidance.
The Environmental Protection Agency (EPA) is the statutory authority responsible for regulating environmental noise in Ireland. Its role is primarily in issuing Industrial Emissions Licences and Waste Licences, which include enforceable noise conditions designed to protect the local environment and the local community (noise-sensitive locations). The EPA sets noise limits, reviews compliance data, investigates complaints and takes enforcement action where required.
The EPA publishes technical guidance to support the assessment and enforcement of noise regulations. The Guidance Note for Noise (NG4), originally published in 2012 and updated in 2016, defines how environmental noise is to be assessed at licensed sites. It establishes standard noise limits for day, evening, and night periods, specifies the use of rating levels and describes the assessment of various noise characteristics, as well as calculation methods. The guidance also sets survey design, meteorological conditions, monitoring locations, background noise evaluation and reporting structure.
The EPA NG4 Guidance Note provides the technical basis for environmental noise measurement and control in Ireland. It sets standard noise limits, defines assessment metrics, and describes how noise surveys, analysis and reporting are to be carried out. The guidance is applied by regulators, operators and acoustic consultants to demonstrate compliance and manage noise impact.
NG4 defines environmental noise limits at noise-sensitive locations using the rating level LA,r,T, in line with the international standard ISO 1996. The standard limits are:
These limits apply at the most exposed façade of noise-sensitive receptors unless otherwise specified in a licence. The rating level requires the measured or calculated LAeq,T to be adjusted where tonal, impulsive, intermittent or other sound characteristics are present. The guidance sets out how these characteristics are identified and quantified. Compliance is assessed under representative operating conditions.
NG4 applies to sites regulated by the Environmental Protection Agency under Industrial Emissions Licences and Waste Licences. This includes industrial installations, waste treatment facilities and other scheduled activities where environmental noise has the potential to affect the surroundings.
Operators are required to identify all significant noise sources associated with scheduled activities and assess their combined impact at nearby noise-sensitive locations. The guidance places emphasis on understanding operational patterns, time-of-day variation, and abnormal operating scenarios. Noise management expectations are also explained in NG4, including proactive noise control, maintenance, and engagement with neighbours.
For new licence applications, licence reviews or proposed site modifications, NG4 describes how noise impact assessments must be prepared and presented. Applicants are expected to measure the existing baseline noise conditions and predicted operational noise, using measurement and/or noise modelling. The assessment must demonstrate levels within the NG4 limits.
The guidance sets clear expectations for survey methodology, assessment periods, and reporting content submitted as part of an application: justification of monitoring locations, description of operating scenarios, treatment of tonal or impulsive noise, and identification of mitigation where limits are at risk of being exceeded. For regulators, this provides a consistent basis for decision-making. For operators and project teams, it defines what constitutes “standard” under Irish environmental licensing.
